S.T.A.R. Certification Seminar – The SPECTRUM TRAINING AWARD RECIPIENT (S.T.A.R.) may be earned by passing a certification exam after attending the Rural Development 515 course. The seminar covers handbook income, eligibility and occupancy issues, the 3560-8 Tenant Certification and 3560 Handbook Regulations. The course is one and one half days with a certification exam conducted the afternoon of the second day. Since October 1986 SPECTRUM has been the leading National Training Firm for Rural Development 515 Management. Steve Rosenblatt has conducted seminars with participants from all 50 states attending. The course that Steve conducts has been approved by the National Office of Rural Development or Rural Housing Service (Formerly FmHA) and has received superlative reviews throughout the nation for this seminar dealing with Rural Development Handbook Regulations.

Certified Credit Compliance Professional (C3P) Seminar for the Low Income Housing Tax Credit – A two day certification course focusing on all aspects of Marketing and management of projects involved with the Low Income Housing Tax Credit. The seminar includes case studies for HUD, Rural Development or conventional properties with a detailed discussion of IRS regulations, income eligibility, rent calculations and restrictions, continuing compliance and recapture issues. The seminar includes a discussion of IRS final regulations on compliance monitoring. An exam administered at the end of training on the second day will give attendees an opportunity to earn their Nationally recognized C3P designation.

Fair Housing / Section 504 – A one day forum on Fair Housing / Section 504 and Americans with Disabilities Act issues. The session gives new and veteran managers the opportunity to review critical Fair Housing and related issues. The course pertains to all multi-family housing in the United States inclusive of government-assisted as well as conventional properties; and includes updates on HUD, RD, and important Supreme Court Cases.

HUD Regulations Update – A one day course on the HUD 4350.3 Revision 1 contains many new definitions of income, clarifications to income, assets and allowances, as well as some good common sense criteria for tenant selection and changes to waiting lists processing. This one day SPECTRUM course will update owners and managers of all HUD programs on these issues as well as the newest updates in regard to Fair Housing – occupancy standards and reasonable accommodation.

Low Income Housing Tax Credit One Day Seminar on Compliance – A one day program on managing properties with the Low Income Housing Tax Credit. This course includes discussion on who is eligible, credit period, compliance period, student issues as well as an overview of the IRS Section 42 “Blue Book”. Also covered are initial compliance, minimum set asides and the 20/50 or 40/60 options, and calculating income limits.

RD Update / including key points of the 3560 Regulation and Asset Management Handbook - A one day seminar on the 3560 Regulation that replaced all 1930-C regulations. Effective 2/24/05 the new 3560 Regulation and 3 handbooks; this is the first time Rural Development has issued a streamlined set of regulations since 1993. The course reviews all of the changes, and shows attendees how to use the regulation and handbooks
